Rhonda Navarro is the Owner and Managing Broker of Pacific Grove Property Management, bringing extensive expertise in property management. She has been in the property management industry since 1999 and remains committed to continuing education. Rhonda has actively attended Broker/Owner conferences to stay ahead of evolving industry standards and best practices. She has also had the privilege of attending leadership conferences through the National Association of Residential Property Managers (NARPM), where she has engaged with top professionals in the field. As a past president of NARPM, she has demonstrated strong leadership and dedication to advancing the industry.
With a deep commitment to California property laws, fair housing regulations, and the preservation of owner investments, Rhonda ensures that properties are managed with integrity, compliance, and long-term value in mind. Beyond her professional expertise, she takes great pride in cultivating a fun, supportive, and caring company culture, where both her team and clients feel valued. She truly enjoys working alongside her staff, fostering strong relationships, and providing exceptional service to property owners and tenants alike.
When she’s not focused on property management, Rhonda is dedicated to family, exploring the great outdoors, and immersing herself in nature. Chris and his wife, Broker Rhonda Navarro, founded Pacific Grove Rentals in 2014. Chris moved his family from Monterey to Pacific Grove in 2009, instantly knowing this charming town was where he wanted to plant his professional roots. With a background in construction, he brings valuable expertise to property management, ensuring that homes and vendor relationships are handled with skill and authority. He specializes in managing both long-term and short-term rentals throughout the Monterey Peninsula.
As the company’s Property Manager, Chris takes a hands-on approach, working closely with his staff and trusted vendors to maintain and protect his clients’ most valuable assets. He prides himself on delivering outstanding, personalized property management services with a strong commitment to excellence.
Chris has three boys—Michael, Christian, and Cameron—who keep his life full of adventure. Living in Pacific Grove allows them to embrace an active coastal lifestyle. Ending a perfect summer day by watching the sunset at Point Pinos is just one of the many reasons they love calling the Central Coast home. Chris looks forward to sharing this incredible community with those seeking to experience the beauty and charm of coastal living.
Chad Stephens - CADRE#02133946
Property Manager
Chad joined Pacific Grove Property Management in 2019 as a bookkeeper, where he gained valuable insight into the financial side of the property management industry. In the fall of 2020, he transitioned into an assistant property manager role, and by the spring of 2022, he earned his real estate license. Since then, Chad has been a dedicated property manager within the company.
He takes pride in delivering exceptional service to everyone Pacific Grove Property Management works with—tenants, owners, and vendors alike. Chad is also working toward obtaining his broker’s license, further enhancing his expertise and contributing to the company’s long-term success.
Outside of work, Chad enjoys spending time with his fiancée, Michelle, their son, Jude, and their dog, Dexter. During the fall and winter months, you’ll find him cheering on the Las Vegas Raiders, while spring and summer are spent soaking up the sun at Lake Nacimiento.
A California native, Chad has proudly called Pacific Grove home for the past seven years.
Heather Lutes – CADRE#02255903
Property Manager
Heather Lutes began her career at Pacific Grove Property Management as an Office Coordinator and has since grown into the role of Property Manager after earning her California real estate license. Through this progression, she has developed a deep understanding of the property management field and a strong appreciation for the work involved in supporting both property owners and tenants.
Known for her organization and clear communication, Heather takes pride in doing things right the first time. She finds her work especially rewarding because it allows her to help people—whether assisting property owners or supporting tenants throughout their rental experience.
Outside of work, Heather enjoys spending time with her family, particularly cooking together in the kitchen. Sharing meals and trying new recipes is one of her favorite ways to relax and connect. She also loves being outdoors and can often be found hiking, camping, or exploring whenever she gets the chance.
Christian Navarro
Office Operations
Christian has been immersed in the property management business from a young age, gaining exposure to all aspects of the company as the son of the owners. This hands-on experience has allowed him to become familiar with a wide range of operational, administrative, and management functions. He is committed to learning every facet of the business and developing a well-rounded understanding of the industry. His dedication to learning, combined with his firsthand experience, positions him well for continued growth within the company.
Melody Barrera
Bookkeeper:
I am the current bookkeeper for PGPM, with a lifelong love for math and numbers that naturally led me to this role. Beyond the work itself, the sense of being part of one big family within this team makes the position truly rewarding. Growing up very family-oriented, that sense of connection means a great deal to me, and this team has made me feel right at home—I couldn’t ask for better people to work with.
I am originally from Kansas and relocated to California earlier this year, taking a leap of faith not only for myself but for the future my partner and I are building together. Outside of the office, I am a proud mom to a two-year-old son who absolutely loves Thomas the Train, and I am excitedly preparing to welcome another baby to our family very soon. In my free time, I enjoy the outdoors and swimming, and I look forward to what the future holds—both with this company and in life.
Jack Riley
Office Coordinator
Jack joined Pacific Grove Property Management in 2024 as an office coordinator. He works with both tenants and property owners and focuses on clear communication, consistency, and follow-through. Having relocated to the area himself, he understands the challenges that come with moving and brings that perspective into his work.
He is currently working toward his real estate license and continues to build his knowledge while supporting the daily operations of the office.
Outside of work, Jack spends time at the local beaches and exploring the Monterey area. He has lived in the community for the past two years and is glad to call it home.
Dustin Parvin

Dustin Parvin is a Property Manager with Pacific Grove Property Management, supporting residential rental properties. He works closely with property owners and tenants to ensure homes are professionally managed, well maintained, and handled with consistency, fairness, and respect.
With over 20 years of leadership experience, Dustin’s background is rooted in accountability, structure, and responsibility. Throughout his career, he has been entrusted with the care of both people and government property, and he brings that same mindset into property management protecting owner assets while helping tenants find and maintain stable housing.
Dustin is a Certified Apartment Association (CAA) Residential Manager and holds an active California Real Estate Salesperson License. He has earned a Bachelor’s degree in Professional Studies from Purdue Global University, further supporting his focus on professional standards, communication, and ethical decision making. His experience allows him to approach property management with a calm, organized, and solutions focused mindset, especially when dealing with challenging situations.
Dustin is committed to professionalism, clear communication, and compliance with all applicable federal, state, and local housing laws, including Fair Housing requirements. His goal is to provide owners with peace of mind through reliable management, while treating tenants with fairness and respect throughout the leasing and management process.
