July 2026 Owner Newsletter & California Housing Update

California compliance, local market timing, and team growth across residential, commercial, multifamily, and select HOA-related management.

Pacific Grove Property Management July 2026 Newsletter www.pacificgroverentals.com

Welcome to the July 2026 edition of the Pacific Grove Property Management owner newsletter. July remains an active period across the Monterey Peninsula and throughout California rental housing, with owners balancing compliance updates, operational follow-through, staffing transitions, leasing velocity, and seasonal demand at the same time. At the same time, we are seeing a noticeable slowdown in both furnished and unfurnished rental activity compared with stronger recent periods, making pricing discipline, presentation, and timing even more important. While our team serves owners throughout the year, summer still rewards proactive management across multiple asset types.

“Pacific Grove Property Management continues to grow intentionally so we can support owners across residential, commercial, multifamily, and select HOA-related properties with steady service year-round and practical capacity during peak seasonal demand.”

Company Updates

Jack Riley Transitioning into an Assistant Property Manager-Focused Role

We are pleased to share that Jack Riley is transitioning into a more Assistant Property Manager-focused role within Pacific Grove Property Management. This shift is designed to strengthen owner communication, improve operational follow-through, and provide stronger day-to-day portfolio support as activity levels remain elevated across the summer season.

Welcome Jack-Jack Fitzgerald, Office Administrator in Training

We have also hired Jack-Jack Fitzgerald as our new office administrator in training. Jack-Jack is eager to learn the property management industry and support the office team as we continue refining internal systems, communication flow, and service response times.

These staffing updates are not simply about summer volume. They are part of a broader effort to strengthen service consistency across the full calendar year. Depth on the team matters for residential leasing, commercial coordination, multifamily workflow, resident support, and vendor responsiveness. We also have the capability to consider select smaller HOA or TIC-style assignments when they are a good fit, but our core day-to-day emphasis remains on responsive property management execution for the owners we currently serve. As the business grows, our goal remains the same: thoughtful execution, strong follow-up, and clear communication on behalf of owners.

California Legislative & Compliance Watch

July is an important month for owners to revisit documentation, notices, and operational procedures. Recent guidance from the California Apartment Association reinforces that 2026 is another year where form updates and process details matter.

AB 1482 CPI Update and Rent Notice Timing

  • On June 12, 2026, the California Apartment Association published updated CPI figures for 2026 rent increases under AB 1482 for increases taking effect on or after Aug. 1, 2026.
  • For Monterey County, the CPI figure is 3.6%. Using the AB 1482 formula, that results in a total allowable increase of 8.6% for covered units before considering any lower local restriction.
  • Owners should still confirm property applicability, notice language, and timing before issuing any rent increase notices.
  • AB 1482 remains a key watchpoint for covered residential units. Using the standard formula, 5% + 3.6% = 8.6%, which is below the statewide 10% cap if no lower local restriction applies.

CAA 2026 Compliance Roundup

  • SB 628 / Stove and Refrigerator Requirement: CAA’s 2026 compliance materials highlight new statewide appliance requirements and related habitability considerations.
  • SB 610 / Post-Disaster Responsibilities: Owners should review post-disaster remediation and return obligations carefully, especially as insurance and weather-related risk planning become more important.
  • AB 414 / Security Deposit Handling: Updated guidance addresses electronic return options, notice requirements, and practical handling issues for multiple residents on a lease.
  • AB 1414 / Bulk Internet Opt-Out Rights: Where applicable, owners should be aware of resident opt-out rights tied to bulk internet service arrangements.
  • AB 246 / Social Security Tenant Protection Act of 2025: CAA has published educational material about temporary protections tied to verified interruptions or delays in Social Security payments. Owners should evaluate applicability carefully and use updated forms and guidance where relevant.
Practical July Reminder: This is a strong month to confirm that lease forms, deposit procedures, notice templates, and habitability-related documentation are current. This newsletter is provided for educational purposes only, and owners should seek property-specific legal advice when needed.

Sector Snapshot: Residential, Select HOA / TIC Capability, Commercial, Multifamily

Residential

Summer turnover, renewals, and showing activity remain active across the Peninsula, but both furnished and unfurnished rentals are experiencing a softer market than many owners expected for this point in the season. For residential owners, the difference between a smooth July and a costly one often comes down to compliant notices, realistic pricing, fast make-ready timelines, and clean communication with applicants and residents.

Select HOA / TIC Capability

We are not positioning ourselves as a large-scale HOA management operation, but we do have the capability to consider select smaller associations, TIC-style properties, and HOA-related assignments when the fit is right. For those properties, boards and owners should stay attentive to enforcement procedure, reserve and maintenance planning, document consistency, and balcony or exterior elevated element inspection and disclosure issues where applicable.

Commercial

The 2026 commercial outlook remains constructive for well-located assets. Multifamily and industrial continue to show resilience, retail remains relatively steady, and office quality matters more than ever. Owners should keep an eye on rates, construction costs, vendor pricing, and cybersecurity or payment-control practices.

Multifamily

Multifamily operations continue to be shaped by occupancy goals, affordability pressure, insurance costs, preventative maintenance, and resident experience. In many markets, operators are prioritizing retention and service consistency rather than relying solely on aggressive rent growth.

Local Monterey Peninsula & Regional Timing

July’s local calendar affects more than tourism. It also influences vendor scheduling, traffic flow, housing visibility, and the timing of leasing decisions throughout the Peninsula. Even with strong event activity, local furnished and unfurnished rental demand has softened, so owners should not assume seasonal traffic alone will carry absorption.

  • Pacific Grove and Monterey July 4 celebrations bring strong local traffic and community activity at the start of the month.
  • The Carmel Bach Festival runs July 11–25, 2026, drawing visitors and cultural traffic into Carmel-by-the-Sea.
  • MotoAmerica Superbike Speedfest returns in July and contributes to regional lodging, transportation, and service demand.
  • The California Rodeo Salinas runs July 16–19, 2026, adding a significant mid-July event draw for the broader county.
  • Monterey Bay FC home activity at Cardinale Stadium, including July home-game momentum, adds to local movement and visibility.
  • Looking ahead, Monterey Car Week is scheduled for Aug. 7–16, 2026, followed by the Pebble Beach Concours d’Elegance on Aug. 16, 2026.
Why This Matters to Owners: July and early-August event traffic can still support visibility, vendor timing, access scheduling, and owner calendar planning, but it does not fully offset the current slowdown in furnished and unfurnished rentals. In a softer market, properties that are well-prepared operationally and priced appropriately tend to stand out more clearly.

Market Insights

For July, our Monterey Peninsula pricing framework remains a useful internal reference point for owners evaluating timing, positioning, and readiness.

  • Monterey Peninsula standard-rental blended benchmark: $2,200–$2,900 per month1
  • Pacific Grove benchmark range: $2,062–$3,197 per month2

This remains a blended internal reference compiled from public rental trackers across Marina, Seaside, Monterey, and Pacific Grove rather than a single official data series. That said, our current market read is that both furnished and unfurnished rentals have softened, with more price sensitivity, longer marketing timelines in some cases, and greater competition for qualified occupants. Well-prepared homes can still perform, but owners may need to act more quickly on pricing, maintenance readiness, marketing quality, and lease timing than they would in a stronger market. Furnished and mid-term homes can still earn premium positioning when managed professionally, but they are not immune to the broader slowdown.

What This Means For You: July is not just about demand—it is about operational readiness in a softer market. Pricing, compliance, maintenance completion, photography, showing preparation, and notice accuracy all affect performance. When leasing slows, delays, overpricing, and incomplete property presentation tend to show up faster in days-on-market and missed opportunities.
Transparency Note: The Peninsula benchmark above is a blended internal reference range based on public pricing trackers for Marina, Seaside, Monterey, and Pacific Grove. It should be used as a market guide rather than a guarantee of performance for any individual property.

Technology & Operations Note

Across the broader property management industry, 2026 trends continue to favor AI, automation, preventative maintenance systems, and stronger operational workflows. Technology can improve efficiency, reduce repetitive administrative burden, and support faster communication. At the same time, owner service still depends on human follow-through, training, judgment, and accountability.

That is one reason our staffing transitions matter. Tools and software can support execution, but the value owners feel most often comes from trained people following through on details, communicating clearly, and keeping operations moving.
